I'd use Fire Main with the mirror passive as the other poster mentioned, maybe fit a Chiriku into the other slot instead of Kurenai. Use either the shield (questionable with 5KM) or the immobilizing mystery

[Player Guide] Rebate/Feedback Events for F2P

It's pretty easy to get enough keys in a month to go for the 1050 rebate. 1050 keys, at 200 moon scrolls/key, cost 210.000 moon scrolls per month assuming you get 0 keys from anywhere else. That number is pretty easy to reach if you just log in and do dailies every day (from a certain level on. Keep in mind that leveling increases the amount of scrolls you get). I've gotten the rebate every month since month 2 or 3 of playing just by spending my moon scrolls. You will have relatively little left over for other things from the groceries store, sure, but I am relatively sure keys (especially with the ultimate essence you get for the 21 pulls) are the most efficient thing to spend them on. The rest should likely go to bells/chimes, medium refine runes, or whatever situational powering/unlocking items you need (Experimental Vial, Summon Contract, or the outfit).

Wait until a rebate for the treasure (I think every seals rebate is a GNW treasure rebate anyway) and for you to have saved 264 seal scrolls. The rebate gives you "real" seal scrolls that also count towards itself - so with the rewards from 10, 50, 100 and 200 pulls (1, 5, 10 and 20 scrolls, equaling 36 total) drawing 264 scrolls plus the ones you get back puts you to 300, netting you the 30 extra scrolls from that milestone.

He is a decent ninja, but not as amazing as a position 1 anymore. His barrier, mystery and Tag chase still make him a pretty amazing support, but he just has a hard time carrying against the Narutos and similar ninjas running wild atm.

18 rares means about 1080-1200 pulls. The highest I have heard of to get your super rare is 1250 or so. You'll likely get yours within a few pulls at worst.
