yes shisui is still good. he will always be good maybe not the prefereible or the better option but his kit is too good to ever be bad

as for the team line up post ehh. Id say anbu itachi or shin but if you don't have him that would be the "better" shisui team

He is a decent ninja, but not as amazing as a position 1 anymore. His barrier, mystery and Tag chase still make him a pretty amazing support, but he just has a hard time carrying against the Narutos and similar ninjas running wild atm.
