you know you can redo missions(plot) for xp, right? and im just guessing you aren't done with upgrading your equipment(plotrewards). btw if you call this a "bug" than wait till the higher levels, when you need to farm a few days or maybe a week to level up. ;) or maybe try to get higher in ninja exam. you can sweep it once a day for xp(and items).
