I am afraid I might have been the victim of some bugs. I had received 6 Chunin scrolls and 2 Anbu scrolls from the Ninja Exams earlier in the game. This might be effecting my competitive ability to other players. Reply

It's not a bug.

Many people in any server have problems with upgrading because of scrolls. The number of scrolls you get is directly affected by RNG (Random Number Generator). You can get as much as 3 or as little as 1 (or 0, I suppose).

Because Ninja Exams are the only way to get scrolls, there is literally nothing you can do about it.
