It depends on if you are planning to use them, for me I just don't recruit them since I won't use them and I will eventually get them from a pull later like Itachio or Tobi, I stacked their frags until I got a pull from the treasure and then I can 4 star them quicker.

I'm sure this function is not even rigged... just a series of bad luck imo. I have spent enough coins to get a quick rune and a half to finally obtain a red chakra. I'm sure that my account is blessed with misfortunate and I will never get lucky on that account as I even spent 240 seals and not get Naruto Sage Mode in the Sage Treasures and my F2P accounts gets Naruto in the first rare pull and red chakra in under 5 mil. So yeah its RNG from there.

One thing that caught my attention is that they are slowly understanding where they are right now. They even posted the events details even earlier and even posted what were the daily specials for each day in the daily special events. They are making some progress, all we can do now is have faith and hope they can make an even faster progress to ensure their spenders and f2p don't die out from the slow progression.
