He DECREASES Jinchuriki's damage, not of himself. But anyways, he should affect only the enemy side, not his own side aswell. On Chinese Servers, he only affects the enemy team (the 12% decreased damage), that's why everyone runs him with the Kurama linked Naruto. ^_^ They should adjust him on the NA servers.
