Most characters are obtainable given time. Of course there are some exceptions like Hokage Tsunade etc. Though I'm doing fine with the free nontreasure ninja though.

which treasure should i pick?

As a bit of expansion on what my groupmate up there said: - You might already know this, but you get a rare every 60-70 Scrolls. So no matter which treasure you go for you'll get better things when you pull more. However, the rare characters in Kage Treasure and the two Jinchuriki treasures are better than the other one. There's possibly the exception of Sage Naruto from the Sage Naruto Treasure. Though that treasure isn't worth pulling from since you can easily get Sage Naruto in events and you might get Ao (who's a common in Kage) or Traitor Orochimaru (who was nerfed in 2.0 and is now less useful)

My leader's a pretty cool guy. Though I've heard that some leaders like to hog GNW packs; if that's the case then I can see genuine reason to dislike or even hate him if it goes on for a while.

You're referring to like sorting through your character list? if that's the case, then why don't they just add tags for "Tank" characters, "Damage" characters, "Barriers" etc? What about characters who fit into multiple niches, or none? They'd have to implement more than just a healer tab to complete the system. Though I do agree with you on the Interrupt thing.
