We've already had that: evasion depends mostly on combo rate. Some people says it also depends on star lv but we'll never know.

Characters like Iruka, Sakura, Enma, Ino, etc have an evade skill... also, some enemies, like Dosu, have one too.

the other ninja that don hv any evasion rate, does they can evade attack too?
