You can't skip if you want him at 4 star, the event said you gotta recharge 5 days to get him at 4 stars, recharge 2 more days and you will have him at 4 stars.

I believe you get Gaara fragments on 1st, 2nd, 4th and 5th days.From the screenshot it would appear you are on your 3rd day so you don't get fragments, it's not a bug it's intended.Two more days of 50 fragments will give you the 100 you need to upgrade it to 4 star.

I'm not sure about S298 since I play on S321 but all we had for free was a temporary Chunin Medal (The silver one) and it was an item obtained when you reach a certain level (I think it was 30 or 32)

Isn't inviting yourself to gain rewards against some kind of rule?Fairly sure that system wasn't designed for you to invite 5 of your alts and get a head start on the server.
