It is pretty much fixed. As u can see from his vid, around every 60++ seal u can get the rare ninja in the list, where tendo and hashirama are the 2 rarest and u have to do around 400 seal to even have the chance to get them. Unless there is anyone who can point out otherwise, I would say that the RNG is not really a RNG

No, u can fight with people from any rank, depending on how many ppl are queuing up for arena battle. The system will usually match ppl with similar rank, but sometimes if there isnt enough player, u might fight with ppl from higher or lower rank
