Since the update of Naruto Online 2.0, they have removed Bounty Missions and replaced it with Kakashi's Handbook. Just click on Daily Practice on the top part of your screen and you'll find it. It has both Daily Missions as well as Weekly Mission with pretty decent Exp rewards.

Well what Nin/Tai Pen actually does is that it removes a certain percentage of your opponents Resistance/Defence respectively however it's not that effective because it scales poorly. It's better to focus on others like Life, Attack, Defence, Nin, Resistance, etc.
