I read that the ANBU instructor gives out bounties at lvl 17 but I have never seen him where he is supposed to be and I dont get any notifications in my quest log? Am I doing something wrong? Im lvl 32 and only been playing for 2 days. Thanks

Since the update of Naruto Online 2.0, they have removed Bounty Missions and replaced it with Kakashi's Handbook. Just click on Daily Practice on the top part of your screen and you'll find it. It has both Daily Missions as well as Weekly Mission with pretty decent Exp rewards.

Well I just feel silly. Lol. Thanks. Do you have any more recommendations for leveling besides those quests?

To level efficiently, make sure you participate in all world boss event, clear ninja test and wanted mission everyday. I would also recommend using your stamina pots on monday since there's a 2x exp thingy going on every monday. :D
