I reacharged Ingots for the first time half an hour ago.I got a phone notification about the successful payment and the page said it was successful as well.I haven't been charged from my account yet and I haven't received the ingots.Perhaps I need to wait till Daily Reset?

Please do not wait until the next daily reset. If you have not received your ingots within one hour, your first step should be to contact your financial institution to see if they have put a hold on the transaction. After that, please put in a CS ticket by clicking the question mark at the upper right hand corner of your screen.
Are you still having issues with this transaction, or did changing your region fix it for you?
Hi yes I did get it resolved by choosing my region and made sure to do so today as well when I recharged again just 5 minutes ago,still waiting for ingots though even though the funds were extracted from my account.
Edit: They returned my funds just now,I take it the transaction didn't go through for some reason,this time I made sure to select everything right,gonna try again.
Edit: Okay I retried 3 times now,it doesn't let me recharge for some reason and it returned my funds the 1st time,the next 2 it didn't even take them even though it said " Successful transaction.And my bank sends me a message for a successful transaction then sends me another that my funds have been refunded.
I tried paying with my other card from another bank and that didn't work either so there must be an issue with paying with card.
So I got a reply from Customer service,they told me that they never decline recharge orders and if my attempts are stuck,pending or keep being cancelled I need to contact my payment method provider and that it's the Risk Management they use that is causing the problem.They also suggested trying a different payment method but I don't have any.
Edit: As far as I understand the first payment was successful but because the site doesn't use double authentication asking me for my 3D card password for security it doesn't allow the rest of the transactions to go through.

Please rest assured that Oasis will not refuse to take your money. Usually this happens because something went wrong with the verification along the way. Transactions like this are not a simple two-step process of "money leaves account" and "money goes into vendor" - there can be a dozen or more verification steps depending on the payment type and the transactions involved. If any one of these go wrong, the transaction can be declined.
At this point, your first step is to call your bank or financial institution. The most common reason for this is that the transaction was flagged as fraaudulent by the risk management department of your Financial Institution. Please call them (do not text, do not just look at your online banking and determine things are ok, actually call and speak with them) and explain the situation and ask them to investigate if any holds or risk management flags were put on your account or the transaction. Usually these holds can be cleared up, allowing you to transact as normal.
If this does not work, it means there is something wrong with the verification process between bank and vendor, at which point we can only recommend you try a different payment type.
Unfortunately, we cannot directly assist with recharge issues through the forum here; only the CS team found in game (whom you have already contacted) can directly investigate these issues.

Yes I went to an office of my bank today and talked about it,they said that if it's the risk system they can't do anything about it,the site has been deemed as untrustworthy and the system is just trying to protect your funds,in which case you can't do anything about it,including trying a different method of payment since the funds need to leave my account first.Seems I won't be recharging anymore xD

I'm sorry to hear that, that is very unfortunate. :( If you are still interested in recharging, you might try one of the other payment methods. I don't know exactly what payment types you have available to you, but some (such as gift cards) will not require your bank's authorization so would probably work.
