that 1 group would win the war and get packs but i think they would get any rewards for winning rounds of gnw. so if they r smart they will split up so they have people to plunder/fight.

Soon people will quit to form new groups since you only get 10 packs/gnw and it is a pain in the ass to divide them among 50 people

Pretty much if it's a brand new server. Eventually it will split into at least 2 groups or more. Otherwise only 10 people in the entire server get packs if there is 1 group. My group now only has like 10-15 truly active players at any one time. So generally they all get get 3-4 packs a month at least. The highest power group on the server has probably at least 30+ active. So those people are lucky to get 1-2 packs a month. 3 elite packs are still more than 1 legendary. After the new server events end, just offer a few of the strongest people guaranteed packs for a few weeks. Once you have them in your group, others will want to join in order to win wars and get packs more frequently.

1 Group automatically wins 2 fights on wednesday, 1 on saturday. They will get corresponding number 1 spot packs.

Expect it to take around 5-6~ months for a merge.
