Pretty much if it's a brand new server. Eventually it will split into at least 2 groups or more. Otherwise only 10 people in the entire server get packs if there is 1 group. My group now only has like 10-15 truly active players at any one time. So generally they all get get 3-4 packs a month at least. The highest power group on the server has probably at least 30+ active. So those people are lucky to get 1-2 packs a month. 3 elite packs are still more than 1 legendary. After the new server events end, just offer a few of the strongest people guaranteed packs for a few weeks. Once you have them in your group, others will want to join in order to win wars and get packs more frequently.
