I remember one of btrue video he said he spent like 25k ingots/cp into the tree tried to get shisui frags and only end up with less than 20 frags last time this event was around. So yea, Itachi might even lower I assume, maybe with the same amount of ingots you can get like 5 lol.

Isnt it how it should be..Rare ninjas should be having lower drop rates...Considering his price in Shinobi feast per frag is like 800 ingots for itachi. One draw costs 20 coupons. Coupons aint same as ingots. Still, I would say a probabiity of 20/800, i.e 1 frag roughly in forty tries in a perfect scenario. Considering you get a lot of other things and the fortune coins it should be even low. In that manner b.true getting 20 frags in 25000 ingots is more or less fair . If he was buying straight out it would have given him 31 frags of itachi roughly. considering he is getting other tree rewards, and the redeem things with fortune coins it seems okay for that value.
