Coupons aint same as ingots. Still, I would say a probabiity of 20/800, i.e 1 frag roughly in forty tries in a perfect scenario. Considering you get a lot of other things and the fortune coins it should be even low. In that manner b.true getting 20 frags in 25000 ingots is more or less fair . If he was buying straight out it would have given him 31 frags of itachi roughly. considering he is getting other tree rewards, and the redeem things with fortune coins it seems okay for that value.
