There is no "best" way rlly, but just participate in all events and especially gnw (cuz u get 10 seal scrolls when u get a legendary pack)

You can get about 80 seal scrolls every month (if u get legendary packs every week) and from events and activities for free. But you might have to only focus on redeeming for seal scrolls in events.

I drew for Han in august 10, i was at 0 scrolls. Last week i had 300 (i'm not full f2p, just a moderate casher and i get an hero pack in average every week).
