Having high wish number doesn't directly translate into higher chances of upgrading- if it were that way, we all would upgrade stuff at 50%~ range. The way it works it's a pity timer with rng factor, meaning once you will 100% of the bar, the next item used to upgrade will have 100% to upgrade. The next after 100%, not 99%->100%. RNG factor, because you sometimes upgrade without filling 100% of the bar. Cant determine exactly how this rng factor works, but the 'pity timer' part is 100% accurate. We all know this *s, nothing we can do.

Hi! As was said earlier about the Charms Upgrade by Zathroth, each individual upgrade has its own chance of succeeding or not; it is not dependent on how high your wish value is. There are many players who have had high succession rate with the upgrades, while others have less.
