Probably close to a year depending on event prices. Since you used Hidan as an example, he's around 16k usually. If you have no frags it would take you about 10 months. This also depends on which events he's in. For example, I believe this is the first time we've seen him in a while and he's pretty much in a ingot only event aside from daily points. All depends -

Usually when he's in time-limited event (the one we currently have or the on with keys) u can get 4-5 frags for free each time. If he happens to be in mision mobilization, thats 9-10 free frags. It's hard to estimate, but he's pretty often here, so if you keep coupons for the time he's in mission mobilization/lucky board (to get some power as well) and get free frags everytime, i'd say it's 4, max 5 months. Once you get like haf of his frags, you should be able to afford the other half in an event. Same applies to other event ninjas (except hokages, which hardly ever are included in free events), if you want to camp for someone specific, check event threads to see if they appear often.

As for hidan - yes. But that depends on a ninja and on an event- sometimes you can get for free 30frags of someone (last week sailor sakura during mission dealer), sometimes 1 (this week 9tails naruto during time limited). Pretty much each ninja has its own cost and availability which transit in different ammount of time required to get them. If you have someone particular in mind, maybe we can help estimate cost and/or time needed.

trust me u won't get up to 30 frags on DP Hidan.
5 is at best for free, maybe up to 10 if u scrap it good.
They will go broke if they do that.
Sailor is relatively cheap compare to other paid ninja.
during this event i got up to 5 frags so far. i don't take summon scrolls or purification runes.
These 2 u can get them anywhere.

How much is Edo Tensei Deidara, and is he great? afaik he is still used in china?

tas shift consistently over there. Currently the popular ninja is reanimated Hiruzen. As for the strength of Edo Deidera, he is relatively strong. Price wise, not sure but should run around 16k at the most. He'll be good on the U.S. Side for a good while until the ninja pool expands more. -
