The rebate gives you charm pack for using the charm, not blessing like refine. Ex: use 25 charm get 1 pack = 5 charm.
The rebate value should be around 10%-20% just like the other rebate event. The checkpoint is from 25 up to 1000 if I'm not wrong.

for free you can go untill lvl 3 all of youtr charms with some luck... after you need to pay coupons/ingots for lvl up you cannot farm them..

I finished all my ultimate training... and I got every equipment to lvl 3 except 1... when I say farming for rebate I meant after the future feature is unlocked,( the save the jinchuuriki one)
