Have you tried clearing your cache and cookies? that typically helps a lot with these sort of things. Especially if there are other people who are not experiencing this problem. If there are others in your server who also can not login, then I would suggest sending in a Customer Support ticket. I would suggest starting with the cache and cookies though, and if you need help finding out how to do that on your web browser, then I suggest googling it, or if you are using the client, you just have to click on the gear icon on the top, and click "Clean Up System"

About the clusters

I'm not quite sure what you are looking for, no matter where you go, there will always be people stronger than you, if you start in one of the S1000+ servers, you will be out of the S14-S999 cluster (not actually sure what the last one is for our region), but the Sage Fields are very small, so there is no chance of avoiding the larger spenders there. S2-S12 have their own cluster as well, but it has been long established and I'm not sure how active the lower tiered Sage Brackets are, so you might run into the same situation. In total, there is no way to avoid people who are stronger than you, the only chance you have is to spend more money than them, to become stronger than them. Sorry that there is not much anyone can do to help you.

The Ninja Assist Optional Packs reward players with Command Flag Fragments, these are located lower in your inventory, and you have to collect 100 of them to form a complete Command Flag.

I would just suggest to keep bothering the customer support, keep reminding them and talking to them about your issue, don't be harsh towards them, also it seems like you made sure that the issue was not on your end, so thats good. Customer Support has their process they have to follow, but hopefully things work for you soon!
