For the empress lineup, you need white tiger, not ninja monkey. White Tiger will give you 9 combos, where ninja monkey only gives you 8.

I use Suigetsu with neji/sakura/kakashi on one of the teams I use. Although, I suppose you could replace kakashi with suigetsu if you want him on your main team.
