From a previous deleted post about China and creation of laws where in March they have to show odds. As soon as I was level 70 doing the level 70 Team Instance to get the Golden Cudgel. I went from 70 to 81 doing the daily 4 instances and never once got the golden cudgel. This also applied to one of the other heavy spenders in another server we were merged with. The more we spent and the stronger we were the less likely to get the item. They want to encourage you to buy a replacement. Other people on the server got 4-5 cudgels but since it wasn't just me but also happened to another highest rank on a server we were merged with this seems to be the case.
