I personally believe a event or even a permanent version where you simply farm elite instances or plot instances to get items ( similar to the fishing nets event ) say something like konoha leaves after you get a certain amount you get rewarded.After 10 - 15 couponsAfter 25 - 20 couponsAfter 50 - 25 couponsAnd so on and so forth and eventually maybe even an event ninja or something this would appeal to "everyone" F2P and P2P it would even be fine to add a chance to receive an extra item like genin 10% chance for an extra drop chuunin 20% jonin 30%.Overall I think this would appeal to everyone and also give something else to work towards for rewards and such.

Agreed this would definetly help over all so everyone gets a small reward and the deserving members still get a pretty good reward as well.

Even like after the current rewards a rank up every like 150 200 points and give like 10 coupons every time even this would give something to do or grind for and a new way to farm for coupons even.
