Hmm for the minato event, there was a rule that said a server can't get more than one minato per day. After someone's gotten a minato, you can dump an infinite amount of money into the wheel that day and you still wouldn't get him. That isn't RNG. Also, rules like that and "you need to spend an x amount of scrolls before you have a chance of getting a rare/superrare" screams illegal+misleading and makes my stomach churn when they don't tell people about them and instead say things like "You can get Sasuke Sunano in a random 10-pull!"
