The way Germany did it is they all drop as 2 stars, but rares and supers give 25 frags each dupe and they're around like 190-250 for a super so a 3 star super still ends up around as much as kage.They're all usable as two stars imo but kage rares are always going to be useful with their passive so you need a little of both. Good common rares from edo tensei like gnw tenten and the rares and supers aren't bad by any means. Really all about what you prefer at the end of the day.

You can get magatamas as rewards for ninja exam and other daily events, but you can only get runestones from cave keys or spending the coupons.Raw stats from magatamas are also less useful than the boots runestones can provide imo.

This isn't right, Iruka is not from seal treasures, he's also nowhere near 6000 ingots, not even close. You need 30 fragments to recruit him.As for actually getting him he's in quite a few events, such as treasure of the sage, not just from server opening recharges.You do pretty much have to spend real money or coupons to actually get iruka though.
