I am a senior in one of the top group on server 1. Although I agree with this post that there should be more packs and the way my group counteract this issue is that we give packs base on the people that have max participation on that week and also how much they've donated in total that same week. The theory is that people that give to the group the most should be rewarded on a weekly basis. This also help the group grow faster because people that wants the packs will donate more often. However, there are also some issues with this as lower level people won't be able to donate as max due to the donation cap. and also it can be quite tedious to keep track of everyone in the group donation everyday. But I really think this is the fairest way to distribute packs as no one is getting priority just because they are higher in rank or power. Furthermore, this also fix the problem of people fighting over packs and infighting between members as all they have to do is donate more. Back to my point on it being unfair for low level people, because my group is one of the top group we are able to be a little bit more picky with the recruiting as everyone in my group are level 60 or above and have 11k power or higher there are really no one at a disadvantage in the group.
