You could have an event that requires you to answer some questions about the game and as a reward you can get X fragments of a ninja depending how well you did. For example you would be rewarding people for knowing how the game works, have some easy questions and some hard, for example "How many life bars does ninetails have?" and "How much health is gained from a single level 3 magatama?" Each question based on difficulty would be worth 2 3 or 4 points, and at the end your average points gained will determine how many fragments you get, the event would be weekly, and you would get to choose from a large range of ninjas from Elite Instances, the shops or a few specials like Itachi, Konan, Tsunade, Jiraiya and Orochimaru. Of course for being an addict to the game the most fragments you would achieve would be 6 of ONE of the ninjas, meaning it would take 40 / 27 / 20 weeks to obtain 1 ninja from the event depending how well you do, meaning at most the event would provide 2 ninjas a year, however I think this is a good way to help all players obtain a few ninjas they really care about, of course the really rare ones like Tendos and Sages would be excluded, because we want players to still have something to work for, and it's about slow but rewarding progress, NOT about giving free stuff! :)
