you can open a ticket to support or write your issue in the bug section. On personal experience in my server; the top 3 ranks on the whole server (not per group) got titles after the event ended. Check the screenshot below

We post the updates of the maintenance on a timely basis and I guess you are referring to HK servers in which the maintenance ended before 16:00; what you are referring to isn't related the maintenance. It was an incidental issue and in order to follow up with that; please make sure to use the correct section of the forum to post about that issue which is the "Bugs" section.
