Then I was lied to. Someone on my server said the first time he came out he was only 2 star and in a normal recharge for 20k. But good too know, thanks. I also have to say I see no team (besides maybe something with konan) to use him in. Not sure if I even want him now. Sakura on the other hand, oh boy she seems so good.
