I'm the group leader from S360 - OumiNoGakure and in our Group the Pack Distribution will always be about everyones GNW activity and not how much power anyone has. If someone misbehaves or harrases other memers of my group that is not an GNW issue and will therefor not be treated as one. We have a set system that rewards players based on their activity in GNWs, that way noone needs to beg for packs and instead can just participate in GNW and get their reward on the same level as any other leader, senior and everyone else. Rank doesn't really matter and neither does their behaviour. If someone actually misbehaves to a point where anyone would reconsider giving that person packs I will personally talk with them and if they disagree with our fair GNW pack system they can either choose to leave by themselves or accept the GNW-activity based system that we have and move on. If someone doesn't stop bullying people he'll e kicked out of the group permanently. But not a single person is toxic to each other in my group so we don't have that issue. Ranks in our group mean nothing but certain responsiblities, they have nothing to do with the GNW pack distribution. Point is, rewards should be given out by GNW-activity and nothing else, that is my opinion on the matter.

Yeah that is true but Mangetsu works more like a buff and the evasion is always 100% guranteed and only triggers once per round. I was under the assumption you wanted to know about ninjas that can increase the overall evasion rate of units as an unremovable passive and not the ninjas that gives a buff that lets them dodge once per battle. But technically yeah Mangetsu falls into the whole giving evasion category but it's a removable buff and not a passive.

Yeah I agree. The Arena mode wasn't really made for these kind of fights where you get hit with 3 Kimis/Kisames fully buffed and just wreck you before you get a chance to do anything. It's like BattleCrier said this doesn't just apply to 3v3 but also to the normal Arena mode. The ninjas are just so different nowadays than they were when the Arena mode first got introduced and it hasn't received any changes since then.

He works well with any Konoha Ninjas. Keep in mind that his buff without skillbreaks doesn't stack with Bee's buff (both of which are 30% and last 3 rounds so they don't stack on a ninja like Naruto. The shields do stack but not the 30% Attack and Ninjutsu). He's much better with skillbreaks like mentioned above. On skillbreaks he does stack with other buffs again since the skillbroken buff isn't considered the same buff as Bee's.

The first ninja that comes to mind is Hiashi who increases the evasion rate by 20% on Hyuga units who can evade by themselves (like on Neji, GNW Neji, Hinata and GNW Hinata). Then there are ninjas like Suigetsu Taka that give a flat 30% evasion to all HIdden Mist units. None of them stack however.
