It definitely Level difference. But there's a loop hole to get through her mystery skill. For instance, people like Naruto, Sasori, Sai, Yamato, Kankuro ect... They all have passives which replaces their standard attacks. Sooooo... the passives are still passives, even though they act as standard attacks. Hopefully this makes since and I'm not super late. xD
