whut? i dont understand what you are saying. l've tested it with some groupmates and it definately takes your total initiative and evenly disperses it between your 4 ninjas, then adds on extra initiative based on the equipped treasure tool. This is true in arena, swb arena, 3v3 arena, matsuri arena, regular matsuri as well as ranked battle.

there are 3 things that happen when kushina uses her mystery, suppress immunity, paralysis and repulse to the selected unit, if she chases that adds immobile, so suppress immunity + 2 debuffs, paralysis and immobile. her passive will clear one debuff which priority will clear immobile and will be left with paralysis. Or rather since she's immobilized she wont be able to clear any debuff

you can trigger heal + buff removal twice each round, but kushina's mystery cannot be removed until the end of the round so it cannot be cleared by debuff action.
