Minato started a free distribution of christmas hats to everyone in the village, and the trick here is that every hat is giving with a hiraishin kunai ! so Minato was requesting everyone to take the kunai with the free hat and hanging it in their christmas tree at home, after the free distribustion ends, Minato now is ready to Give everyone there presents ! and as it's expected from the Yellow Flash, he put a kunai near the presents so he can easily take every present to the intended home, where already every kunai giving in the free distribution is placed in the christmas tree inside every house in the village !
