It asks whose fragments you get for completing it for the FIRST time. Check the rewards tab in the Elite Instance window. Guy is correct answer I believe. It's not asking whose fragments you get for doing the instance itself.

Exam 114 doesn't not work as advertised either. Water main has a clone that gives the 20 chakra for round 2 Tobirama if Jiraiya is cc'd. Also causes chaos with poison mist on at least 2 ninja.
