thats not totally correct. The max level of the tool is depending on the rank. if you have S rank tool then the max is 75 as mentioned in this post of other posts as well.

you get a free pull every 24 hours. So far we had it in the recharge rebate this week but i believe hopefully it should be featured in other events in the future or you can just buy them of course (100 coupons/ingots per scroll)

to complete the answer to your question here my feedback: 1- As Naruitlih mentioned unfortunately you will out on the packs for this week 2- Good news: You the chance to impeach the inactive leader depending on your group role (Seniors after 7 days of the leader being inactive, 8 days for Anbu, 9 for elite and 10 for everyone else. But mind you, you need to use ingots only. I think its around 150 ingots i cant really remember. So any Senior in your group can claim the Leader title after 7 days and be able to distribute packs for the following week. Also make sure to assign a quartermaster to avoid this issue in the future.
