not really, depending on the quantity of money someone can spend a whale can get to that power in a few weeks, like i said before the power comes from the functions and the only functions locket by high levels is only awakening and cultivating, your point is level=power but in reality is time/MONEY=power and the only way to balance any pvp event is to make brackets by power because level becomes relevant once you pass the 50-60 mark.

power difference is caused by functions (and mostly money) and most if not all of them are open at level 60, that is why level freeze is a thing and the reason you can see players with 300k power at level 50.

Minato highly overrated

scaling and multiple dodges are a big deal and that makes already better than 6p, his BT's allow you to change your playstyle at will not like the stagnant 6p, he doesnt have control but burn + tag allows you to do more damage to non inmune units , 6p is way cheaper but "being able to survive a bit longer than before" can get you to win matches.
