What is this? Kekkei Genkai, and to which type of ninjas does it apply, also could you name some of the ninjas that are kekkei genkai so I c*e them in a formation -:D

No tag count as another tag. So rinnegan does not count in itself.
That said, character can have multiple tags, most other dojutsu does in fact ALSO have kekkei genkai tag, because that's how it came about. If we ever see a rinnegan sasuke, he will have both rinnegan and kekkei genkai. But none of the pains have kekkei genkai tag.

remember that all the pains we have for now were dead bodies, so no kekkei genkai. maybe nagato himself will have that tag, but not the pains
