You can actually go the NPC, "Staff of the Great Ninja War" inside your Group base to check on the rules. There are maximum of 54 members that can join.

hmm pretty weird we just went there, and only a few of us could join, and it says we won the first round lol we didnt fought anyone :S

You need to have 7 days in group to join the war event,that's why some people can't enter in the war.
