Position 9 is the slowest, position 1 is the highest and for example if you put your ninja in either of 1-6 position, if the ninja you want to attack is in move 1 you are good, but you need a higher initiative for that

haha yeah, when u say sage naruto in 4 was already su*ious you meant position 4 instead of move 4 :P

Positions 1-9 matter so little you almost don't have to even worry about it.
I saw this in surival trial, where you're initiative is an average of all your ninja put together.
Sometimes I could go first if was in 1 as oposed to 4 which I usually put.
Also attribute matters.
