Does positioning matter when we compare both move 1s? So in the example above, assuming equal initiative will hinata always move before sage naruto?

When does initiative come into play? Only when they are in the same position and move number? Or can initiative overcome positioning somewhat as long as same move number?

Then does that mean positioning on the 9 spaces has no effect? Only move number and initiative?
