Not sure how you can fit your talents with Flood Dragon as Azure Fang, but you could do Scarlet and use Kakashi and Tobi as your core 2 ninjas.

you can switch somone else with iruka, and the proper formation for this is

x - x - x
Main - Tobi - x
Kakashi - Iruka - x

Here is my team for Water Main with Itachi. Summon is Deer, that you can get from running around outside. Zabuza is from Eliet or drawing. Kisame is from Group shop.

Oh man we have the same problem! I just got Flood Dragon and would like to use it as a summon but I just can't figure out the lineup. :/
