[ Other ] Are new servers getting shafted with stamina regen?

I've noticed that on the couple of new servers I've created characters on (Hinata right now) that the stamina bar only says that it restores 100 stamina at 5:00 daily, whereas on my characters on older servers (Ino in this case) it says restores 100 stamina at 5:00/13:00 daily.
Do new servers miss out ont he 13:00 stamina restore? If so, why?

Hello,

no they do not miss anything. Every player should receive another 100 stamina points (every day of course) once he/she hits level 30.
