Your lineup is soft too, a lot are easily killed in 1 combo for r2.

Try running the cursed sword f2p team of Jugo Kimi and Sasuke. Jugo will shield sasuke/kimi giving sasuke better survival chances in R2, and 3 sword ninjas allows you to use the sword talents and not self paralyze when fighting fire. Ofcourse if an iruka deal comes around and you have enough coupons, you might look to snap him up, even a 2 star is a lot better than jugo.
Typical formation would be:
Jugo/Iruka - x - main
Sasuke - kimi - x
x-x-x

Know when to cast sasuke's barrier, never prequeue, lets you easily get interrupted. You have the option of either barrier or jugos skill in r1, though barrier is always preferable.

OK, who else would be a good tank? I personally dont have Jugo, and dont have much luck on pulls or events, so i have a fairly low chance of getting him any time soon

Jugo isnt a tank, best free tank for lightning would be Kimi.

Ofcourse you could go passive with Hinata, but not really recommended. With lightning you're kinda on a timer, you cant fight control vs fire, water will eventually outdebuff/heal you, and earth will outgrind you. And lastly wind is your direct counter, lol.
