We have been deciding who gets pack by voting. So all the members vote for someone, who they think, deserves to get the pack. And that person is usually the most active player, the player who helps other members in TI, Convoy, Arena, SA, etc. Also, you cant get a pack two weeks in a row.
That's basically a win-win situation. It motivates people to help other members, to donate, etc...
