I was testing out both of these ninjas when I heard that they don't buff damage accordingly. Temari's Power of the Wind passive doesn't buff damage. It was tested against Baki, who has the same passive.

2 * Haku's barrier doesn't seem to function properly either. It doesn't increase the damage of water ninjas at all, they had the same damage before and after the barrier.

I can't say anything about 2* haku as mine is 4 star (which is the 3* variant, they are technically different, thou skill looks the same)
But I've just tested 3* Haku and it does work with suigetsu and zabuza/zabuza clone.
Was going to test with kisame too, but I realized that kisame's damage might be thrown off for the fact that 20 chakra was used.
It didn't quite reach 40% damage increase, more like 30-35%, but that might be due to other stat effect(attack % increase might not translate to damage%) or whatever. I was wind main with empress talent thou, so should have no effect from main onto the tested ninja.
I don't have tamari to do test there....

About Temari (5 kage) you're right... she is not increasing dmg,

Here is the link of my post, I tested the dmg using baki / temari (5 kage) buffing a sage naruto.
