So I have been trying to beef up my Tobi to have devastating damage. Since his ninjutsu growth rate is really high, I put four lvl 7 ninjutsu magatamas on him, as well as tried to level up his ninjutsu *ion, ninjutsu, critical, and injury chakra runes, and has lvl 6s and 7s refinement. But despite all of this, his damage is about the same as it would be without the runes, and only 1 level 7 nin mag. Tonight, I just happen to be testing my nine tails lineup in Kakashi training just for fun, and I realized that even with Anko's fire barrier, and fire main's fire passive buff, his damage is exactly the same! I ran Kakashi training like 10 times, and no matter what his damage is the same as if I didn't even have the barrier or buff. his chase ranges from 6k-10k normal, and can crit between 14k-16k in Kakashi training. What gives? Is this supposed to be his nerf?
