Mysterys with Dance of Impetus

With the current way that Wind Main's "Dance of Impetus" Sage Naruto c*e his mystery three turns in a row. Turn 2,dance of impetus Que it up for Turn 3, and then its back up for Turn 4. That's just completely * and has no reason for it to be that way.
