This only works if and only if they have another chakra source. Specifically, the turn 2 move described requires 80 chakra, there's 40 normal, 20 from sage and then.... This severely limits tank/healer/cleanse/control options.
I use a version with jigokudo, who can generate chakra off the wind clones, but the price I pay is that I have no control and no true tank(only naruto).
I would also like to point out that priority aside (and some AoE damage aside), this was always an option
turn 2 sage rasengan
turn 3 main rasengan
turn 4 sage rasengan
turn 5 main rasengan
turn 6 sage rasengan

There are differences, because the sage one is better, but it's somewhat limited.
Also, pre-cast rasengan opens up to acupunture and interrupt, even if your acupuncture/interrupt is slower/later order.
